Founded in 1943 by Guyanese doctor Peter Milliard (1882–c.1953).
Millard studied medicine at Howard University in the USA before working in the Panama Canal Zone. After further study at the University of Edinburgh in the early 1920s, Milliard moved to Manchester. A strong Pan-Africanist, Millard led protests against the invasion of Ethiopia by Fascist Italy in 1935 and was a key organiser and speaker at the 1945 Pan‐African Congress.
